“Partial” for Fusion and SOLIDWORKS in the browser/mobile refers to separate web products or viewer apps; for Fusion “free” means the personal-use license. CFD and slicing in those tools depend on extra modules or partner software. Vector 3D Pro works with meshes: STEP export uses planar faces and parameters cover the creation values of each feature.

Yes. Vector 3D Pro is excellent for laser cutter drawings: draw or project the outlines of a 3D model onto a 2D plane, trim the pieces you don't need and export DXF or SVG at real scale (mm) for LightBurn, RDWorks, LaserGRBL or Inkscape.
Yes. The Editor, the slicer, the wind tunnel and the Viewer are free. Saving projects in the cloud is a Premium feature granted by the administrator; slicer settings are saved in your account for any signed-in user.
No. It runs in recent Chrome, Edge, Firefox and Safari. You can also install it as an app (PWA) from the Help menu and open it without internet.
